The generation of plastic packaging waste in the Netherlands decreased and increased from 2002 to 2016, in kilograms per capita. The generation of plastic packaging waste decreased significantly from 2005 to 2009. Since then there was a steady increase in plastic packaging waste generation. By 2016, the average generation per capita amounted to 29.89 kilograms.

The source adds the following information: "This dataset provides data on packaging and packaging waste in order to monitor compliance with the quantitative recovery and recycling targets.
'Packaging' in this context means all products made of any materials of any nature to be used for the containment, protection, handling, delivery and presentation of goods, from raw materials to processed goods, from the producer to the user or the consumer. 'Non-returnable' items used for the same purposes shall also be considered to constitute packaging.
