In 2022, the per capita spending on education, culture, and recreation decreased by five percent compared to the previous year, demonstrating dip after a solid recovery in 2020. The per capita expenditure figures grew steadily in the past decade, before shrinking by almost 20 percent in 2020 due to the impact of the COVID-19 pandemic.
