This statistic shows the number of Article 260 cases opened against European Union (EU) Member States in 2015. Greece had the most difficulty complying with the original judgments of the court, finding itself involved in eight Article 260 cases in 2015. The European Commission commenced proceedings in a total of 40 Article 260 cases, against 17 Member States.

The European Commission's obligations under Article 17(1) of the Treaty on European Union make the Commission responsible for monitoring compliance with more than 200 pieces of environmental legislation in 27 Member States. Where the European Commission suspects a breach of environmental legislation by an EU Member State, the Commission has the authority to commence legal proceedings in the European Court of Justice.
An Article 260 case is commenced when a Member State fails to comply with an earlier judgment of the Court of Justice of the European Union. If that Member State fails to comply with the judgment, the European Commission will bring proceedings back before the Court, which may eventually impose fines on that Member State.
