For the school year of 2019-20, the staff professional development benchmark of each staff member receiving at least 15 hours of professional development was met by only 14 percent of surveyed pre-kindergarten programs in the United States. In comparison, 60 percent of surveyed pre-K programs had comprehensive, aligned, supported, and culturally sensitive early learning standards.

The respondent universe for this study is the state preschool administrators in the 50 states and the District of Columbia, plus the U.S. territories. Data are collected directly from these entities through a web-based survey form.
