This statistic displays the number of households in England classified as 'fuel poor' from 2003 to 2011, according to new and revised measures. In 2011, 2.4 million households were fuel poor, according to the new LIHC measure.
In July 2013, the United Kingdom government announced a new measure of fuel poverty; the Low Income High Costs (LIHC) definition. This changed the number of households classified as 'fuel poor' when compared to the previous '10 per cent' definition. For the latest official figures for England from 2011, this change meant a reduction of 812,000 households from the fuel poor classification. The new LIHC definition is to be used in all future statistics for fuel poverty. For more information about the two definitions, please see below.

* The 10 percent measure of fuel poverty defines a household as fuel poor if it spends more than 10 percent of income on fuel to maintain an adequate level of warmth.
** Under the new Low Income High Cost (LIHC) definition a household is considered to be fuel poor where: - they have required fuel costs that are above average (the national median level) - were they to spend that amount, they would be left with a residual income below the official poverty line.
