In 2023, the European pulp and paper industry generated revenue of 100 billion euros, down from over 187 billion euros one year prior. In 2020, the industry was heavily impacted by the coronavirus pandemic. However, the sector has shown signs of a positive post-COVID recovery.
Pulp and paper production in Europe
The pulp and paper industry encompasses the production of pulp, paper, paperboard, and other cellulose-based products from wood. Sweden, Germany, and Finland have among the largest forestry, and, by extension, pulp and paper industries in Europe. In 2023, Sweden and Finland accounted for over 60 percent of Europe's pulp production, while Germany produced over one quarter of the region's paper and board.

The Nordic countries are also the headquarters of some of the largest paper companies in Europe. Based on revenues of approximately 10 billion euros, the Finnish companies UPM Kymmene and Stora Enso were among the leading European forestry and paper companies in 2023, after Ireland-based Smurfit Kappa Group.
