Applications received are examined by offices (formal and/or substantial) to decide whether or not to issue patent rights. The procedure for issuing patents varies across offices, and differences in the numbers of patent grants among offices depend on such factors as examination capacity. The examination process can also be lengthy, so there is a time lag between the application and grant dates.
