CHIP (Title XIX and Title XXI) health consumption expenditure = Health Consumption Expenditures(HCE), it represents spending for all medical care during the year, and is the sum of PHC, government public health activity, and government administration and the net cost of health insurance. For the case of CHIP, there was no difference in HCE value vs. national health expenditure (NHE) which includes HCE plus investment.
