Raahe steel plant in Finland was the biggest carbon polluter in the Nordic countries in 2022, with emissions surpassing 3.6 million metric tons of carbon dioxide (MtCO₂). There were three steel plants among the largest 10 emitters in the region, including Sweden's Luleå plant, which ranked second, with 3.1 MtCO₂.
