According to a survey, Kagawa was the Japanese prefecture with the highest vacancy rate of stores in shopping districts in fiscal year 2018, with empty stores accounting for 37.3 percent of the total number of stores. Tokyo Prefecture recorded a vacancy rate of 7.9 percent, below the national average in Japan.

Vacancy rate= total number of vacant stores in all shopping districts / total number of stores in all shopping districts.
Vacant stores are defined as former stores that are now vacant (vacant land, vacant buildings, vacant warehouses, etc.).
