In 2018, the Netherlands had the highest share of cyclists not wearing a helmet. Some 87 percent of survey respondents in the country reported not wearing a helmet while cycling at least once in the 30 days prior to the survey. The country was followed closely by Hungary and Belgium, at respectively 83.5 and 82.8 percent of cyclists using no helmet while biking.

Participating European countries were Austria, Belgium, Czechia, Denmark, Finland, France, Germany, Greece, Hungary, Ireland, Italy, the Netherlands, Poland, Portugal, Serbia, Slovenia, Spain, Sweden, Switzerland and the United Kingdom. This survey includes all road users from the pool of respondents who identified as cyclists.
