As of the beginning of November 2019, about 40 percent of the experts from industries covered by the ETS in China expected that non-covered entities should be able to participate in the national carbon market as soon as possible. Around 28 percent of the respondents expected that non-covered entities should be able to participate in the national carbon market between 2021 to 2025.
