As of the beginning of November 2019, about 78 percent of the experts from industries covered by the ETS in China stated that a negative credit records for non-compliant companies could ensure a high percentage of the ETS compliance. Around 56 percent of them believed that blacklist publication could be a strong incentive to ensure ETS compliance.
