In 2023, about 12,700 cases of theft, classified as an index or focus crime, were reported in the Philippines. Index or focus crimes are severe crimes occurring with sufficient frequency and regularity. In the Philippines, there are eight main types of such crimes.
The alarming cases of rape
Among crimes committed against individuals in the Philippines, rape had the highest reported cases in 2023 alone. While the number of rape cases has shown a significant decline between 2022 and 2023, the volume of such cases remains alarming. In addition, cases of domestic violence and the prevalence of online sexual assault, especially involving children, are also some of the most alarming crimes in the Philippines today.
State of drug crimes
Meanwhile, the number of drug suspects has declined from the peak volume of arrested suspects in 2017. The majority of suspects were classified as pushers selling shabu, which is a slang term for methamphetamine. Across regions, Metro Manila had the highest share of barangays affected by the drug problem.

Index crimes are crimes considered serious in nature and occurring with sufficient frequency and regularity that they are considered index to the crime situation in a given area (i.e. murder, homicide, physical injury, rape, robbery, theft and carnapping). On the other hand, non-index crimes are crimes in violation of special laws.
