As of 2016, only 16 percent of the 100 largest city police departments in the United States required comprehensive reporting on the use of force by officers. In addition, 37 percent of departments required an attempt to de-escalate the situation before officers could use force, while 34 percent required officers to exhaust other means before shooting was permitted.

Information obtained through Freedom of Information Act requests. Total number of respondents is only 91 as six departments did not submit their use of force polices, and another three were too heavily redacted to be included.
