In 2021, almost 45 percent of Russians were assigned a low level of digital competence, while approximately a quarter only had a basic level in using digital devices and computer software. Furthermore, roughly 17 percent did not use the internet in the past three months.
Distribution of Russians by level of digital competence in 2021
The assessment was based on the activities that individuals have carried out over the past three months in the following five categories: work with information, communication, setting up digital equipment, use of online services, and operation of the software.
The digital skills level were defined as follows:
Above basic: possessing skills from all groups on the level above basic;
Basic: possessing skills from all groups under he condition that at least in one group the skill level was basic;
Low: lack of skills in one or two groups;
No skills: lack of skills in all five groups.
