According to a survey conducted in January 2021 among business enterprises in Japan, more than 18 percent of large companies reported a shortage of non-regular employees. Large companies were less likely to report a shortage of irregular workers than small and medium-sized companies.

Small to mid-size companies n=9,434 (of which 3,426 were small companies)
Definitions for each company size varied according to industry:
Manufacturing and others: large (capital stock over 300 million JPY, over 300 employees), small to mid-size (capital stock below 300 million JPY, below 300 employees), small (below 20 employees).
Wholesale: large (capital stock over 100 million JPY, over 100 employees), small to mid-size (capital stock below 100 million JPY, below 100 employees), small (below 5 employees).
Retail: large (capital stock over 50 million JPY, over 50 employees), small to mid-size (capital stock below 50 million JPY, below 50 employees), small (below 5 employees).
Service: large (capital stock over 50 million JPY, over 100 employees), small to mid-size (capital stock below 50 million JPY, below 100 employees), small (below 5 employees).
