The lowest share of high-quality regional roads in Russia in 2023 was observed in the Arkhangelsk Oblast, excluding the Nenets Autonomous Okrug, in the Northwestern Federal District, where less than a quarter of public roads of regional or intermunicipal significance were categorized as meeting national regulatory requirements. The second-lowest value was recorded in the Mari El with 25 percent of high-quality roads. To compare, in the capital Moscow, the highest share of high-quality roads across the country amounted to 98 percent in 2022.
