The socio-economic vulnerability index was highest for West Bengal at 0.89 and lowest for Arunachal Pradesh at 0.32. The data was drawn from the vulnerability index values from various socio-economic, demographic and health indicators of 12 Indian Himalayan states.
High vulnerability leaves a region with low capacity to anticipate, resist, cope with or recover from the impact of a climate hazard. However, the study cautions that vulnerability is a relative measure and thus the assessment does not portray states with a low vulnerability index as less prone to risk in an absolute manner. Rather, the assessment is only relative to other states.

Socio-economic vulnerability was calculated using the following sub-indicators: population density, percentage of marginal farmers, Livestock to human ratio, per capita income, number of primary health centers per 100,000 households, percentage of women in the overall workforce.
