The data was drawn out of the vulnerability index of twelve Indian Himalayan states.
However, the study cautions that vulnerability is a relative measure and thus the assessment does not portray states with a low vulnerability index as less prone to risk in an absolute state. Rather, the assessment is only relative to other states.
